Our client required assistance in relation to a maisonette in North West London. The property had recently changed ownership, and the client needed independent evidence as to whether it appeared occupied or unoccupied at the time of enquiry.

Curtains may remain closed, neighbours may be reluctant to speak, and there may be little visible activity even where a property is still being used.

That distinction is important.
Not every property investigation requires several hours of surveillance. In some matters, what is needed first is a concise but professional evidential attendance: a lawful visit, careful external observation, neighbour enquiries where possible, and a clear written account that can be passed to solicitors or relied upon in support of the client’s next decision.

Our Approach
Once due diligence had been completed and the instruction confirmed, one of our investigators attended the property to carry out a property status check.
The attendance included:
external observation of the property from a lawful vantage point
review of the entrance area for visible signs of activity
note of any visible mail, parcels, leaflets, or indicators of non-occupancy
lawful neighbour enquiries where possible
time- and date-stamped photographs
preparation of a Property Status Report
preparation of a witness statement based on the investigator’s observations
As with all such enquiries, the aim was not to speculate, but to document what could properly be seen, what enquiries could lawfully be made, and what factual findings could be supported by evidence.
What Was Observed
During the one-hour attendance, the subject property was observed from a clear and unobstructed vantage point.
No person was seen entering or leaving the subject property during the period of observation.
An external inspection was carried out. The front door was closed. No mail, parcels, or leaflets were observed in or around the postbox, on the floor outside the property, or on the doormat. The visible windows appeared closed, the blinds were drawn, and no internal lights were visible from outside. No outward signs of activity were observed at the subject property during the attendance.
Neighbour enquiries were then attempted at surrounding flats. Some addresses produced no response. During the visit, two individuals were observed arriving by vehicle and entering a neighbouring property rather than the subject address. This created an opportunity for a lawful enquiry with residents in close proximity to the property in question.
After identifying himself and explaining the purpose of the enquiry, the investigator was met with a refusal to comment on the occupancy of the neighbouring flat. No direct confirmation either way was obtained.
That is often the reality of property enquiries. Neighbours do not always cooperate, and a professional investigator must be careful not to read too much into silence or refusal. Just as importantly, good judgement means recognising when a neighbour is not prepared to engage and respecting that position rather than pressing the issue. The role is to record what is said, what is seen, and what cannot be established, honestly, lawfully, and professionally.
