Covert Surveillance to Establish Suspected Unauthorised Work
Mike Golf Security & Investigation was instructed in relation to a sensitive compliance concern involving an individual living and working in the UK under a sponsorship or endorsement arrangement.
The client had concerns that the subject may have been undertaking work outside the terms of that arrangement. The issue was not approached as a punitive matter. There was a genuine concern that, if the subject was carrying out unauthorised work, he could jeopardise his own position in the UK and potentially expose his sponsor to serious consequences.
The client therefore required discreet, proportionate enquiries to establish whether the subject was attending locations for work purposes outside the scope of what was understood to be permitted.
The Task
The instruction was to deploy a surveillance operator as part of a two-person team to monitor the subject from an early morning start.
At the outset, the available intelligence was limited. The team had a home address and a general description of the subject, but no confirmed workplace, no confirmed route, and no reliable indication of where he may travel during the day.
The objective was to establish the subject’s movements and, where possible, obtain evidence that could help the client understand whether their concerns were well founded.
Operational Approach
The subject was picked up from his home address and followed across London using a combination of mobile and foot surveillance.
Because the subject travelled by public transport, the team had to adapt throughout the day. At different stages, one operator maintained observations on foot and by bus, while the second operator provided mobile support in the vehicle. The operators alternated roles throughout the day to reduce exposure and maintain continuity without drawing attention.
This flexible approach allowed the team to remain with the subject across multiple movements and locations, despite the challenges of public transport, changing environments, and a long operational day.
During the surveillance, the subject was observed attending several locations. One noteworthy observation was that he purchased cleaning cloths from a supermarket before later attending a residential address. While this was not conclusive in isolation, it was consistent with the nature of the work the client suspected he may have been undertaking.
Evidential Challenge
As the day progressed, the client was keen to establish whether the subject was actually carrying out cleaning work.
This presented an obvious evidential challenge. Where a subject enters a private residential address, investigators cannot simply obtain intrusive footage or deploy methods that would compromise privacy or cross legal and ethical boundaries.
Mike Golf Security & Investigation therefore considered what could be done lawfully, proportionately, and without intrusion.
The team carried out a limited doorstep enquiry at the residential address the subject had entered. No entry was sought, no intrusive surveillance was conducted, and the enquiry was kept brief and proportionate.
When the door was not answered, a voice came from a kitchen window. The individual was identified as the subject. During the brief exchange, he stated that he was not the owner of the property and that he was the cleaner. For clarity, this was confirmed again during the conversation.
The interaction was captured on covert recording equipment, providing clear audio confirmation of the subject’s own stated role at the address, supported by partial visual identification.
Outcome
The evidence obtained was sufficient for the client’s immediate purpose.
The client was updated in real time and was satisfied that the investigation had established enough for them to address the matter directly with the individual. The aim was not necessarily to punish the subject, but to allow the sponsor to intervene, clarify the seriousness of the situation, and prevent further risk to both parties.
Once the key evidence had been obtained and the client’s objective had been met, the team was stood down.

This case highlights the importance of patience, adaptability, and sound judgement in surveillance work.
The team began with minimal intelligence and no confirmed destination, yet maintained continuity through a full day of public transport and mobile surveillance. By rotating roles and adapting to the subject’s movements, the operators were able to remain discreet while building a clear picture of his activity.
It also demonstrates the importance of proportionality. The strongest evidence was not obtained through intrusive methods, but through a carefully considered, lawful, and limited enquiry that allowed the subject to clarify his own role.
